The festival's goal is to build bridges between artists, municipal administrations and local residents by supporting and advancing creative ideas of the creative cluster. The festival is being run by ArtCreda, an Autonomous Nonprofit Organization (ANO).
In 2023, the festival was for the first time held in Blagoveshchensk, Republic of Bashkortostan. The artists who had been selected as part of a contest built several art objects dedicated to the topic of " Ethnoecology". Ahead of celebrating its Day of the City, the city of Blagoveshchensk saw seven large-scale murals painted by artists from Moscow, Yekaterinburg, Kaliningrad, Surgut, and Ufa, appear on its buildings.  

As part of the festival, the residents of Blagoveshchensk were offered to take part in a free cultural program featuring master classes in graffiti and musical performances. The event's guests were invited to create their own art object at the free drawing zone, as well as to go on guided tours of the festival's facilities. 

In 2023, 191 artists from 57 Russian cities submitted their applications to participate in the festival. This resulted in 11 art objects being created across the city.
