The document was signed by Tobolsk’s Mayor Petr Vagin and Elena Belskaya, ZapSibNeftekhim’s Director for Government Relations and Socio-Economic Projects. The project is being implemented as part of SIBUR’s <i>Formula for Good Deeds</i> social investment program.</span>

<span style="color: #575757; background: white;">The signing of the memorandum was a follow-on to the implementation of the <i>Football Formula</i>, a comprehensive program for advancing children's and youth football in Tobolsk, that was launched three years ago jointly by PFC CSKA and the city’s administration. Over the past three years, the project has benefited more than 2,000 football players from the city's secondary schools. 156 young players attended an off-site football camp to train under the guidance of PFC CSKA coaches, and a series of master classes taught by such celebrated football players as Alan Dzagoyev, Elvir Rahimic, and Adolfo Gaich. In 2024, the program took the 5th place in the All-Russian competition of grassroots football projects "Russia is a football country" in the "Best Project for Children" category. As part of preparations carried out in 2024 for the purpose of implementing the project together with PFC CSKA‘s Academy, the program helped refurbish a gym at School No. 16. The available safety infrastructure for the operation of children's football clubs has also been refurbished and improved.</span>

The signing of the memorandum serves as a testament that SIBUR is interested in having a long-term program for creating this type of social mobility system both for the young players themselves and for the coaching and managerial staff. Our city’s football faces a very distinct and bright future."<br>

He has a lot of experience working for the Russian Football Union, including its Technical Department and Academy, and has taken part in launching more than forty children's football centers and ten regional schools, as well as in training more than 500 coaches from across Russia.</span>

In addition, Kindergarten No. 30 will see its sports grounds upgraded with a focus on implementing an integrated approach to sports and eco-education of the younger generation, with three more new sportsgrounds for Panna football about to be built. The program’s overall reach in the "Sports" focus area will exceed 10,000 beneficiaries.</span>
