On December 15, 2024, Svobodny became the venue for the grand opening of the Tvori Dobro (Do Good) stray animal shelter established with the support of SIBUR's social investment program The Formula for Good Deeds. The new center has successfully launched its operations by welcoming its first inhabitants. Stray cats and dogs will stay here until volunteers find them new owners.

The opening ceremony was joined by Vladimir Konstantinov, Head of Svobodny's City Administration, Elena Snezhko, Head of the Formula for Good Deeds, SIBUR's social investment program, Roman Beryoza, founder of Svobodny’s Animal Protection Organization Tvori Dobro, and Salavat Ueldanov, Head of the Government Relations and Socio-Economic Projects Practice at the Amur Gas Chemical Complex. After the shelter's official inauguration, volunteers took its visitor on a mini-tour of the facility's landscaped grounds and walked the dogs.

Vladimir Konstantinov, Mayor of Svobodny:
“The problem of stray animals in Svobodny, as in many other cities, is quite acute and requires immediate attention and joint action. We are glad that today we are opening a new animal shelter that will be run by a strong team of caring individuals whose concern for our city's and our community's wellbeing is manifested through their love and care for animals in distress. Let's work together to make Svobodny more humane and friendly towards all its inhabitants!”.

To provide comfortable living arrangements for the animals, a range of improvement works have been carried out on the shelter's grounds including leveling and fencing of the site's grounds, wiring the building and installing lighting fixtures, drilling a water well, installing a septic tank, assembling and putting in place three auxiliary facilities, as well as assembling and installing dog kennels. The auxiliary facilities serve a variety of purposes to take care of the shelter's needs in terms of providing sustenance for its inhabitants. They feature a kitchen with a sanitation unit and a separate storage area, a sanitary unit with enclosures for housing cats and dogs who need to be kept in a warm environment and receive veterinary treatment, as well as a room for keeping stray cats with an extra room for the staff.

Elena Snezhko, Head of the Formula for Good Deeds, SIBUR's social investment program:
“Every living creature deserves to be loved and cared for. By opening this animal shelter, we are not just taking an extra step to improve the well-being of our four-legged friends, but we also get an opportunity to become a part of something bigger. May our efforts inspire others to do good and take care of those who are unable to take care of themselves.”

Tvori Dobro is Svobodny's non-profit animal protection organization that brings together those who are concerned about the problem of stray cats and dogs and who provide in-kind, financial and informational support while also caring for the animals. The shelter's staff consists of about ten volunteers who spend their free time caring for the animals by feeding them, treating them, cleaning up after them, and searching for new owners for the animals. The organization's operations are made possible thanks to voluntary donations and free help from volunteers. The organization currently keeps 50 dogs and 21 cats under its care, some of whom have already been moved to the newly opened shelter.

Roman Beryoza, founder of Svobodny’s Animal Protection Organization Tvori Dobro:
“On behalf of Tvori Dobro's entire team I would like to express our sincere gratitude and appreciation to SIBUR, Amur Gas Chemical Complex, Svobodny's city administration and everyone else who has been involved in this endeavor. It is thanks to their input and support that the idea of establishing a shelter for homeless animals has become a reality! This project has become a true New Year's present not only for the animals, but also for our whole team! Thank you very much!”.

The non-profit plans to continue helping homeless animals by improving and expanding the shelter, educating children and adults about the need to adopt a responsible attitude towards animals, as well as by informing the residents of Svobodny about available options for helping stray animals and by getting them involved in this cause.
Olga Vasilchenko, a participant:
“It was quite obvious that there were no accidental gawkers present at the opening ceremony. You could see it on the faces of those who gathered there that they cared about the fate of these animals. They brought delightful treats for the animals and found the time to take them for a walk. As for the cats, those were provided with first-class accommodations by being put up in a heated house with all the necessary cat amenities. I would very much like to see every animal find a home for themselves, and I am delighted to see that there are people who can take care of them at the shelter that we saw getting inaugurated today.
