Amur Oblast’s chapter of the NCVC was established in 2021 at the initiative of SIBUR with the support of the Government of Amur Oblast to better coordinate the efforts of companies, volunteering centers, and non-profits in promulgating the best volunteering practices in the region. One area of work is providing volunteering assistance to the elderly. As part of the Postal Greetings campaign, corporate volunteers congratulated about 200 charges of the Raichikhinskiy Nursing Home for the Elderly and Disabled and Svobodny’s Lada Comprehensive Social Services Center, in addition to putting on the festive New Year's Miracle concert, organizing master classes in floristry, in making Christmas tree compositions, and hand painting gingerbread cookies.

Marina Manukyan, Lead Accountant at Gazprom Helium Service, a volunteer:
“Today I was a volunteer at the NCVC's New Year's celebration organized for the elderly charges of Svobodny’s Lada Comprehensive Social Services Center. Why did I decide to join this event? Because I am ready to help, to share my energy, compassion, and warmth. Plus, I adore creating. The most memorable moment was my conversation with one great lady:
— 'You’re a beauty,' I said to her.
— 'Come on, what kind of beauties are we?!' she replies with sadness in her voice.
— ‘You’ve got beautiful eyes, I can see kindness and warmth in them, which means you are a beauty!'
— 'Yes, you can see a person’s soul this way. Then I agree! Thank you! All the best to you, beauty!'
I would like to thank the NCVC for the opportunity to spend my time in the company of such beauties!”

Anatoly Poberezhnik, an operator with a text writing call center at Sovershenstvo, a volunteer:
“This was the first time I participated in an event of this magnitude. Everything was very cordial, the atmosphere was so warm, bright, homely. Even though I have no sight, I felt this atmosphere, felt how pleased everyone was. You guys are really sincere, open, kind, nice people. That’s why I would like thank everyone single one of you, thank you so much!”
